How will CCME harmonization affect ecomodulation fee structures for our producers who file in both Ontario and BC?
CCME Phase 2 targets a common material classification framework by 2027, which will partially harmonize how recyclability is assessed across provinces. Currently, Ontario Blue Box uses a binary recyclable/non-recyclable classification for fee modulation, while Recycle BC applies a graduated scale with 5 tiers. Under harmonization, both programs would adopt a common 4-tier system. For producers filing in both provinces, this means: rigid PET currently classified differently in each province would receive a single “Tier 1” rating, reducing fee variability by an estimated 12–18% for that material category. Timeline remains uncertain pending provincial adoption.
